Jal Shakti Minister Gajendra Singh Shekhawat said that the government’s decision to build Lakhwar and Renukaji Dams will help in meeting the water supply needs of Delhi-National Capital Region (NCR). Along with this, there will also be a ‘rebirth’ of Yamuna river, one of the most polluted rivers of the country. In fact, the central government has expanded the Pradhan Mantri Krishi Sinchai Yojana (PMKSY), under which 90 percent grant has been given to three national projects including Renukaji in Himachal Pradesh and Lakhwar in Uttarakhand.

The Jal Shakti Minister said that the construction of these dams is important for the water supply needs of the national capital as well as for the “rebirth” of the river. It also said that like in the case of Ganga, it has been notified that all dam holding parties will have to release a specific amount of water in non-monsoon months. Similarly we will make it mandatory that some amount of water has to flow into Yamuna also and when the water will flow and if the treatment plants are working, both fresh and treated water will improve the quality of Yamuna water.

Delhi-NCR will get water
The Lakhwar Multipurpose Project envisages the construction of a 204 meter high concrete dam on the Yamuna River in Uttarakhand and aims to provide irrigation benefits and 788.3 lakh cubic meters of drinking water and industrial water supply to 33,780 hectares. While the Renukaji Dam project involves the construction of a 148-metre high rockfill dam on the Giri river in Himachal Pradesh’s Sirmaur district that will provide water to Delhi-NCR.

At the same time, on the issue of pollution in Yamuna river, Shekhawat said that only two percent or 22 km of Yamuna falls in Delhi, but 98 percent of pollution in Yamuna comes from Delhi. Therefore, the reason for high pollution in the national capital is the untreated or semi-treated industrial waste or sewage being discharged into the river in this stretch of 22 km. Yamuna is one of the most polluted rivers of the country, more than 1300 km long.

Targeting the Delhi government
Shekhawat said that the Delhi government keeps blaming the Uttar Pradesh and Haryana governments for the pollution of Yamuna. Whereas in reality the waste treatment plants of Delhi are not in good condition and the sewage treatment plants also need to be upgraded by the government. The Jal Shakti Minister said, ‘Water being a state subject, it is the responsibility of the state. So by working on the rejuvenation of Yamuna, we are actually fulfilling their responsibility. The Center may provide technical or financial assistance for any project. Ultimately, it is the responsibility of the state to conceive, scale up, implement, operate and maintain a project. The Delhi government has completely failed in this.
